Thanks for the reply.  The problem is solved.

After restarting the instance on AWS, I had to ssh into the application and manually restart Tomcat.

We have a development instance running on AWS.  I recently had to stop the instance and start it again via the EC2 Dashboard.  Within the Dashboard all indicators show the app should be fine.

But I get a 'connection refused’ from the browser.  Any ideas why the web app won’t start?
